1. to the contrary是恰恰相反的意思，那你的原文是不是这样的？Lacking evidence ，to the contrary ，it is entirely possible that， cases of cheating is less by changing exam content，or some other factor.
你这句话病处很多，首先你不该用 to the contrary ，因为这样意思就背过来了；还有不应该用less应该用decline，因为应该说less cheating 而没有cheating is less之说；还有就是factor应该加s。
我觉得你可以这么说：Because of lacking evidence,less cheating may entirely possible for changes of exam content or some other factors。
或者说Less cheating may entirely possible for changes of exam content or some other factors,but we do not have enough evidence。
其实你的汉语表达就有点问题，所以我建议你说第一种。
2.Lacking evidence to the contrary是由于另一方面缺少证据，或者是断开Lacking evidence ，to the contrary缺少证据，另一方面怎么样，不知LZ了解这区别没？
3.用by不好，用for表示因为更好。by后边不能加句子，但能加短语，名词等。
