人民公园前身为武进县商会会馆花园。民国二年（1913年）对公众开放，为常州市第一个公园，时称公花园。上世纪20年代末30年代初，公园逐步衰败。 1950年，经人民政府组织修缮、扩建，公园面积增至34亩，并定为人民公园。2002年，市政府为民办实事，投资6038万元，历时8个月，对公园再次进行大规模的扩建。扩建后新增绿地11661平方米，总面积达到30212平方米。成为常州第一个24小时对外免费开放的公园。
