用了过去进行时，表明他们一直在大声的说话。
如果只是普通的过去式，意思就变成了他们可能只说了一小会儿，然后就不说了。

The text is from "New Concept English".
I was very angry at the moment when they were talking. With the help of Past Continuous Tense, we can sense the man's angry feeling more profoundly and vividly.
If you insist on using the sentence "they talked loudly.", it would be OK as far as grammar problem is concerned. But, as a writer, since you have a better choice, why not picking it up.
