因为put up 这谓语动词，put是实义动词，除非是要表示正在进行这个动作，才会有is putting up. 不然都不会出现Is的。

如果是一般性的表述，是What did he put up outside his gate? 因为put 是实义动词，变成疑问句时用did, 他刚刚在那建了什么？

也可以是像现在这样，用现在完成时，“他在门口外面已经建起了个什么东西”，强调“已经”
What has he put up outside his gate? 这句子还原之后是He has put up sth. outside his gate?

如果是想强调他现在正在。。。才是What is he putting up outside his gate?
