When recognizing the problem, Van Jacobson and Sally Floyd developed a simple and effective algorithm called RED (Random Early Detection) in 1993. Using RED, the probability that a packet is dropped increases linearly from 0 to max_p when the average queue length varies from min_th to max_th, so that the average queue size is kept low while still permitting occasional bursts of packets.
