可以。传统的语法要求是，当使用 the only + person/people 时，其定语从句关系代词要用 that。但是现实生活中人们并不“遵守”这个规定！（可见某些语法规则在现实生活中玩不转。呵呵。）更多的例句如下，有些是名人或名作家的句子：

首先你弄错句子基本结构了,who are exposed to abuse...这不是主系表结构,这是一个主谓结构的被动句!who的先行词是children,孩子*待.而表语通常由名词、形容词、副词、介词短语、不定式、动词的-ing、从句来充当.比如：I am a girl./ The tree is tall./ He is running.这才是典型的主系表.而The work is finished./ The house was cleaned.就是主谓结构的被动句.
主系表和主谓结构的被动句里都有be.但是要想区别它们非常简单!只需要记住主谓结构的被动句是主语+be+动词的过去分词.
你需要分清楚一般现在时和现在完成时的用法.
一般现在时表示的是习惯性或者经常性发生的事,“那些在家遭受*或忽视的孩子”说的是一种经常性反复发生的现象,它的状态不会一下子就改变.

当先行词是物时,the only,the very 修饰的先行词,定语从句只能用that ；但当先行词是人时,既可以用who,也可以用that；
