句中it 为形式宾语，that 引导的从句做真正的宾语。这样整个句子是个简单句。如果你加 is ,不是不可以，但应是was, 这样it 为形式主语，that 引导的从句做真正的主语。
能这样用的单词有 think , feel , find 等，属于固定句式， feel, think , find it + adj/ n + to do sth / that 从句。记住就可以了。
e,g. I feel it ( is ) important that we have a regular eating habit.or to have a regular eating habit.
We think it our responsibility to help the others in need.

句型就是 feel it + adj + that 从句

it是形式宾语，真正的宾语应该是that从句
