因为The fact（that he has been to college）is no sign（that he is cultured）.第一个是同位语从句,第二个是定语从句,为何不用which而用that呢?因为前面有no.
先行词前面Only,any,few,little,no,all,one of,the same,the very 等词修饰的时候,只有that不用which.
