首先我们把句子简化一下，主句成——

下面分析从句——
先看原句哈：

括号外的就不说了，很好理解撒
括号里面的they应该是指television viewrs，然后be bombarded with是“遭受到一连串。。。的轰击”的意思（过会写几个这个短语的例句，帮助理解）。
那么这整个句子的意思是：有一种评论，这种评论说应当shield television viewers from ads concerning pressing public issues ，但是同时television viewrs又正在遭受commercial pithes for beer and sports utility vehicles 的轮番轰击，这么个评论是a sad commentary on the state of our culture and of our democracy.
按照这个语法逻辑，C错误，it是神马不清楚；E错误，应该是被动；D错误，应该是is a sad commentary。
余下来的只有A、B了。
B项用了had，但是我没找到与had对应的过去式，所以B错。
A项虽然有being，但是在语法中句中有being是可以正确的，句中有having才一定错。
综上，我感觉A是对的。
