严格说来，这个句子中 being built 是一个被动定语从句的省略：
the building（that is）being built......
这种 being + 过去分词的结构的确很像 being + adj，如 being beautiful。但 being + adj 不用作后置定语是因为不需要这个结构。形容词就是用来修饰名词的，直接放在被修饰名词前面就好。而 being + 过去分词能做后置定语正是由于其被动意义，可放在被修饰的名词后面，如你的句子。
