一个男人不可以拥有太多领带
另一个是说反话的意思，就是你说的
男人有再多的领带也不过分！

真正的意思，要从语气，语境，或上下文去理解

the problem cannot be over-estimated
也是一样的情形
所以楼上的翻译，两个意思都是对的
