字面的意思：不把（前文提到的事物）制作的壮丽辉煌就没有办法昭显威严，而且也没法令后世子民有所改进。
这里面是用了双重否定，简单来说就是：只有把这个东西做的壮丽，才能彰显威严，而且要成为最完美的，使后代的人们没有办法改进超越。
