2012年6月14日，教育部等15个部门印发《农村义务教育学生营养改善计划实施细则》等5个配套文件，以确保学生"营养餐"计划能有效实施。实施细则规定，学生"营养餐"应以肉蛋奶为主要供餐内容，供餐模式应逐步以学校食堂供餐替代校外供餐，为确保食品安全，学校负责人应陪餐，餐费自理。
