区别是：
as…as是什么和什么一样，两者程度一样。
not as…as或也可以写成 not so as，是什么不如什么的意思，即前一个程度不如后一个深。

例句：
as…as
1、This new transformation is at least as consequential as that one was
这一新的转变至少和那次一样重要。
2、The construction instry is no longer as depressed as it was.

建筑业不再像以往那样萧条了。
3、He was as eager as his Captain to beat the record.
他和队长一样渴望打破这项纪录。
4、What do you mean, I've got enough money? I'm as broke as you are.
你是什么意思，我的钱还富余吗？我已和你一样分文不剩了。

not as…as
1、You are not as tall as he.
你没有他高。
2、His Arabic was not as good as his English, but serviceable enough.

一般来说,否定结构中，not
as...as与not
so...as意思上是一样的,都是“与……不一样”但是前者语气略弱,后者语气略强.
但是在肯定句中，只能用as...as不能用so...as.
例如：She
is
as
tall
as
you
are.意思是她和你一样高.这里就不能用so
...as了.
